API 653 tank shell thickness assessment in Australia

API 653 aboveground storage tank inspection centres on whether the remaining shell can perform its design functions. Minimum shell thickness calculations combine geometry, material properties, seam efficiency, wind-girder details and measured wall loss; they do not replace a competent condition assessment.

A tank can look sound while distributed corrosion, settlement-related distortion or a weld flaw reduces its load-carrying capacity. The useful comparison is between measured remaining thickness, corrosion allowance and the code-required minimum—not simply the plate thickness listed on an old drawing.

Australian work commonly expresses dimensions in millimetres and pressures in kilopascals, but API equations and historical records may still be based on inches and psi. Conversion errors can create a false pass, so every input needs a traceable unit and source before calculation.

A defensible API 653 assessment links field evidence to the governing edition and contract requirements. At a terminal, refinery or mine-site tank farm, the calculation should sit beside ultrasonic thickness readings, visual findings, hydrostatic test history and a clear repair decision.

Why minimum thickness governs

Shell plates carry liquid pressure, wind loads and ring-compression forces. Corrosion or deformation changes the section geometry, so the calculated minimum provides a structural floor; it does not by itself prove that a tank is leak-tight or suitable for its product.

Thickness readings also carry uncertainty from probe placement, calibration and surface condition. The same discipline appears in tolerance stack analysis, where credible dimensional limits are combined rather than treating each measurement as exact.

Inputs that control the result

Build the input register from original API 650 or as-built drawings, course elevations, diameter, wind-girder spacing and height, plate material, joint efficiency and original thickness. Later alteration records can be as important as the original nameplate, especially where the tank has changed service.

For field thickness, use calibrated probes and traceable readings through an appropriately accredited calibration provider; in Australia, NATA accreditation provides useful assurance. Record mil readings in millimetres, retain probe positions and identify readings affected by scale, cladding or poor surface condition.

Calculation method in practical terms

Many spreadsheets implement the familiar API 653 screening relationship as t_m = (t_s × U × E) / √[(B_h × E × t_s) + (0.060 × L² × B_h)]. Here, t_m is the calculated structural minimum, t_s is the reference original shell thickness, U is the wind-girder coefficient, E is elastic modulus, B_h is longitudinal-seam efficiency and L is tank diameter.

The licensed edition controls the sequence for corrosion allowance and any absolute plate limit. Compare the result with the minimum sound remaining thickness, avoid deducting the same allowance twice, and retain unrounded values, equations and assumptions so another checker can reproduce the result.

Corrosion and local defect checks

An average shell thickness can hide isolated pits, erosion zones or underside corrosion. Map the lowest readings around courses, nozzles, manways and wind-girder welds, then assess whether local loss or distortion creates a separate stress concentration.

Settlement and out-of-roundness cannot be repaired by arithmetic alone. At Australian worksites, the practical sequence is to isolate, tag and test the vessel, document the tank farm permit, and refer major dents or cracking to a qualified engineer for disposition.

Australian compliance and site realities

Australian contract documents may invoke API 653 alongside AS 1941 for flammable-liquid storage and AS 1210 for hazardous-area electrical equipment. Applicability and editions need checking; state and territory workplace, dangerous-goods and environmental approvals remain separate from the tank calculation.

At a Melbourne terminal or a remote Western Australian mine tank farm, access, sampling and repair logistics can shape the inspection window. FIFO maintenance crews often work to site terminology and permit systems, while engineering and commercial records must still be reconciled before work starts.

Inspection decisions and documentation

The report should connect calculations to the ultrasonic grid, photographs, seam maps, access constraints, repair method and inspector’s disposition. State whether each finding is acceptable as measured, requires monitoring, needs repair, or falls outside the simple thickness calculation.

Clear transaction states matter when technical documents are supplied digitally. The need for visible status is illustrated by pending withdrawal guidance, where delayed resolution can leave a customer uncertain about payment, access and entitlement; retain the invoice and controlled-copy record.

From checks to decisions

The following checks keep field arithmetic and supporting evidence aligned.

Practical calculation and evidence checks

Field calculation

  • Confirm the governing edition, tank geometry, material and original plate thickness.
  • Record each factor, unit and corrosion assumption before entering the equation.
  • Map the minimum sound remaining thickness and check local-loss provisions.
  • Preserve unrounded inputs, calculation sheets and the checker’s sign-off.

Record and access

  • Attach drawings, ultrasonic locations, photographs and calibration certificates.
  • Record repairs, weld examination and any deviation from the standard method.
  • Identify assumptions, unresolved defects and the final fitness decision.
  • Retain the licensed standard, invoice and authorised digital copy.

Use the route that answers the specific decision rather than treating one result as a blanket certification. Four routes answer different questions:

Assessment route Main inputs Best use Key caution
API 653 thickness calculation Geometry, material, efficiency and corrosion basis Shell acceptance screening Apply the licensed edition and other required limits
Hydrostatic test Test pressure, liquid level and observed deflection Leakage and liquid-load behaviour A pass does not erase mapped corrosion or defects
Engineering fitness-for-service UT grid, dents, weld condition and settlement Complex or interacting damage Requires a documented engineering model and competent approval
Repair acceptance check New plate, weld efficiency, NDE and geometry Close-out after repair or plate replacement Verify the as-left condition, not only the weld coupon

Place the authorised copy in the project register before issuing the field pack so calculations, repair decisions and site records use the same revision.
